Value for money and innovation in defence conference transcript

The crucial debate around value for money in the defence budget will continue for the rest of this Parliament. In April 2011 the creation of the Defence Infrastructure Organisation (DIO) brought together Defence Estates and other infrastructure functions in the MOD. DIO was set up to “deliver better strategic management of the defence estate”.

The Government also published the White Paper, National Security through Technology, setting out an industrial policy for the defence and security sectors. The paper put forward a strong presumption in favour of competition and provided the defence industry to plan a longer term vision. However there are still serious questions about the structure of procurement processes, the commercial feasibility of active contracts and the incentives for contractors to innovate and invest in new technologies.
