It has been three years since the Prime Minister first announced the target of doubling exports to £1 trillion by 2020. In 2013, Reform’s report “Delivering the export ambition” showed that although the outlook for exports is optimistic, new ambition was needed to reach that target.

Since then, the UK’s export performance has continued to be closely scrutinised. The UK’s exports to the BRICs have risen faster than its competitors, and the Office for Budget Responsibility has predicted rising export growth in the future. The creation of the independent Cole Commission, encouraged by the Opposition, demonstrates the cross-Party commitment to the objective.

A key underlying question is the best way for businesses to support each other to export, given that the role of government will always be limited by size and finance.
