Alexander Hitchcock, Researcher at Reform, wrote an article in Public Sector Executive after the publication of Reform‘s latest report, The Work and Health Programme: levelling the playing field.
He argued that the goal of the Department for Work and Pensions to create a ‘level playing field’ for bidders for the Work and Health Programme has not been achieved. This is due to a number of factors including contract size, too much emphasis on Payment by Results (which leads to issues of cash flow for smaller companies) and other financial barriers.
