Kevin Lockyer and Richard Heys, authors of Reform‘s latest report Local commissioning, local solutions: devolving offender management, wrote an article for Prospect magazine.

In it, they argued that although the Government has recently recognised the need for prison reform, most recently in the Queen’s Speech, these could go further by devolving both prisons and probation locally.

“Most importantly the lack of progress on rehabilitation is due to structural problems which have existed in times of rising resources as well as the current period. A lack of integration and local ownership are the true problems to be fixed.”
