Senior Researcher Ed Holmes wrote a letter in the Financial Times challenging the position of columnist Janan Ganesh on the Spending Review. He argued that the zero-based spending approach has limits, and that the Spending Review offers a valuable opportunity to implement lasting change:

“Even more than the past five years, this will compel civil servants and ministers fundamentally to rethink the way government operates. That opportunity is no “sham”, but of real value.”
